You can and the best time is when its died down, so autumn time.
They are very long tap rooted and require a large root ball to get as much as you can, any bits left behind will probably grow back next year, even any roots left maybe a foot down after digging it up.
Any broken pieces won't do too much harm, just as long as the root is intact.

Could take a few root cuttings if you want more of the plants.
