I have a young apple tree approx 5' 6" tall. There are 2 offshoots growing from the base of the trunk (about 4ft in height) Should I prune them for better growth for the tree?

100% agree Pam. Most commercial fruit is now grafted to control size and I've had loads of 'suckers' in the past. They are useless. Chop them off now before disease is prevalent.

Apples are usually grafted onto a rootstock, its usually possibe to see this as it should be above soil level. The shoots you are seeing are probably from that and should be removed
