I have a Arbutus in my garden that appears to be dying, leaves dropping, new shoots soon dying off. the only thing I have changed in my garden is planting an ivy plant quite close

Arbutus hate root disturbance. I would prune it fairly severely: take off enough twigs to have removed 1/3 of the foliage it had before it started losing leaves. Don't leave bare stubs, but prune to side branches. Then use a strong root stimulator--my favorite is Superthrive--every two weeks until it's happier. Good luck!
