I have an issue with rosemary. can anyone diagnose it? I did have an infestation with the metallic green (but quite beautiful) rosemary beetle a few years ago. what's the treatment?

Most of the problems in your herbs seem to be from dryness at the roots. The white is likely to be Mildew.
