My Flowering Cherry Tree (In Northern KY) has little holes in the leaves, like something is eating them. After inspecting it the only thing odd I could find was this black thing attached to one branch. It's kind of shiny and sparkly, I know that sounds weird. I was looking at it in the evening, going to try and check it early in the AM.

Looks like an egg deposit from a moth which would have been another problem for your cherry tree. The shot holes in your leaves looks like cherry leaf spot which is a fungus. OOPS! My dogs are barking and the have to go out.....perhaps one of the other members will give you a solution to your problem...best regards.
