i live live in close where we have a virginia creeper which looks as if it is dead and the bark at the base, very dry also has no signs of buds forming it isvery old is there any advise thank you M Terrey

I'd not expect any signs of growth yet. on a thinner stem scrape the bark back with your finger nail. if it looks green underneath it is alive. The older thicker stems may well have a dead 'layer' but it could still be alive underneath.
try watering it if it is very dry
a waiting game I am afraid.
