I have grown hollyhocks for a couple of years now and finally I am giving up with them and digging them up due to the rust. Am I ok to plant some of my hardy annuals I have been growing, in the same position as the hollyhock

One of the bright sides to rust infections is that each species of rust usually only attacks one or two species of plants.

Yes, should be fine - there are now one or two more rust resistant varieties of holly hock available, but generally they do succumb to it.
