I have grown hollyhocks for a couple of years now and finally I am giving up with them and digging them up due to the rust. Am I ok to plant some of my hardy annuals I have been growing, in the same position as the hollyhock

Yes, should be fine - there are now one or two more rust resistant varieties of holly hock available, but generally they do succumb to it.
