Why does my bamboo have no leaves

I've moved into a house with this bamboo in the garden. It gets a lot of sun. The plant has never had any leaves on it but continues to try to grow them. There are some new thinner canes growing but no leaves. On some of the canes I can see some green mildew type stuff near the branches, where leaves should be. I know nothing about bamboo can anyone help. I would love to be able to see it healthy. I was also wondering whether it had flowered and it that was the problem. I don't know How I could tell if it had flowered.

You'd be able to tell, bamboo usually dies completely once it's flowered. You could try spraying with a fungicide if what you're seeing is some kind of mildew. It wouldn't hurt to use a combined pesticide/fungicide systemic spray (I'd recommend Roseclear, mix it yourself according to the instructions, higher dose for fungal infections, but make sure it doesn't say you can't use it on bamboo), and feed it with growmore or similar. I'm assuming it's in the ground and not in a pot.
