What are the blue tits eating on the Mahonia flowers?
They go over them continually, but the flowers are still there, now along the tips. They might be eating the seeds
from the finished flowers.

they will be looking for insects and spiders in the crevices in the bark and by the flowers. There is a lot of nectar in the flowers that insects feed on. The seeds are in fruits that look like small grapes hence its common name of Oregon grape.
though I do find some flowers do get pecked off.
