Carex flagellifera
Genus: Carex.
Species: Carex.
In my back garden in the bronze border, has an arching habit and light bronze colouring.
I cut the ends of the leaves an inch or so to stop them from trailing onto the soil too much because they stick there and look unattractive.
The rain seems to glue the leaves together and to the soil/ground !
