This is "Gaiety". It is a replacement for one which was pulled down when our neighbour replaced his fence. It is not thriving despite tlc - any ideas please?

Thanks for the suggestion, Hywel. It's been 7 years since we re-planted and that is s-l-o-w!! I know that some plants don't like being put where the same species have been before. Must google and find out.
