No it isn't though it spreads freely. Not a problem - just pull up what you do not want and either plant it in another spot, give to friends, family or neighbours, sell it on Ebay or, compost it! It is called Persicaria amplexicaulis Firetail. It grows about 3ft tall and makes a nice sized clump.
