The top stem has snapped off. Not sure if wind has done it or cats. Should I have staked this?

may have been cats steve, i have quite alot of tall plants and usually only stake them if windy weather, some of mine are over 3ft tall and ok yet

This is only about 1ft or just over tall so must be cats!!
