White or Bald-Faced Hornets Nest???

While strolling along SF botanical gardens my honey spied this and I had to break the rules and go off the path to get this shot. Not the best photo, but this thing was huge... I d say it was at least 18-20in long and about 8-10 in wide.

Do bees make paper nests?

Lori- I wasn't sure what type of nest it was. I figured that it was some sort of bee-like insect. I saw similar pics online and they said that it was a White or Bald-Faced Hornets nest. Here's a link:

that there is a hornet/wasp nest. they can be found stretching across the top of attics or sheds too.
