Mystery plant's stems

I'm in Northern California. This large shrub is used as a hedge on a median strip dividing a street. Can anyone tell me what it is? It seems to be a Mediterranean plant with its grey leaves; the flowers are held out from the actual plant in tight clusters of tiny white turning pink petals. It's multi trunked with leaves coming all the way down to the ground. This hedge is blooming now, August 2010.
