What is this Plant?

This Pic was taken just recently early/Mid October this Year and it now Brown so dying off. It turns bright pink in the fall then brown when it dies. If I leave it, it will blow away like a tumbleweed.It is not "wirery" at all its soft and feathery in the summer, but once it starts to turn in the fall all the little feathery leaves turn to seeds.
