And its growing beside compost bin which I dont like in my garden but this is the only spot I can have it but would much prefer a shrub so this is the it may end down in our community garden.

Yes, and it looks like it might just be planted a bit too deep there Kath. The tubers need to be in full sun for it to flower well, so perhaps moving it is the best idea. It will sulk for a while, but should recover in the sunshine.
