As the holes seem to be round? I wonder if its the leaf eater Bee as I had problems with that last year but this is the only Clematis that's being eaten Clarice.

Why do bugs always go for the prettiest flowers? My Photinia leaves are being nibbled and most of the Sunflowers are now just stalks. : o ((

I should have said 'Leaf cutter bee' as they take round bits of leaves to build their nests. They were dreadful on some of my shrubs last.

I would say thats a baby slug, the holes look like the bud was chomped on going thru a couple of layers, then it finished off with the bit down the bottom when it opened! This happened almost exactly to couple of my irises. I caught the first one when it had only gone through the green protective cup the houses the flower, but the second I didnt get until he had done exactly what has happened here! Baby slugs and snails are so hard to spot.
The leaf cutter bee, makes a bee line every year for my rose Gertrude Jekyll. Last year she was almost naked!

I think you are right about it being a slug Tetrarach. The LCB goes for the leafy shrubs/trees my Flowering cherry and Photinia are 2 they go for here.
