Yes it is, although it has been re-named as Astilboides Tabularis, the one in the middle is also a Rodgersia and the one on the right is a ligularia.

I like ligularias too, as you are in a milder place than me, you could try Farfugium japonicum 'Argenteum' or 'aureomaculatum' - a really trippy plant. Originally ligularias, re-classified as Farfugium, very nice too. they have big fleshy leaves and are really unusual. I have been growing them in the fern glade bu got a bit worried in october and dug them up and put them inthe frost-free greenhouse. In the spring I will plant them next to the house in a much more sheltered spot.
