Car Park Bank (Before)

Our project this year was to sort out the bank in the Town Hall car park. We live next to it and asked the council if we could make it nicer. they said yes but it hadn't got to cost them anything. So all the work done is at our own expense and donations.
This part of the car park is a bank planted by the concil years ago........... they planted it with Ivy and Periwinkle. It was 3ft deep in the stuff. Work commenced in Feb 2011.

What possessed them to plant with periwinkle and ivy - both very invasive if left unchecked.
