This sculpture ( I am aware I probably do not use proper word) was reconstructed this year thanks to European Union funds.

Hmm - I would agree with Hywel - relief is more flat, something more on the surface, if you know what I mean Katarina:)

No, reliefs are not just flat. Relief is a sculptural technique. The term relief is from the Latin verb levo, to raise. If you look on wikipedia, you will see, that there are different degrees of reliefs depending on the degree of projection of the sculpted form from the plane.
This is high-relief to my opinion.
