those piles of leaves look very tidy, I hope the wind doesnt come and blow them everywhere!

Maybe. These piles are there since October. The photo was made in January. Oak leaves are very good fertilizer of the soils, specially for acidophilic rhododendrons. In this large park, they usually make piles, let them partly decompose and then take them in the spring to kompost.
I do the same in the garden. I put a lot of fallen leaves away from the grass and put it around rhododendrons, azaleas, rosemaries, prunus species, pinus and flowering bushes. I do not need any fertilizer next year, they stand even dry frosts during the winter which can damage a lot of plants like rosemary or prunus laurocerasus. They bloom in spring. I must say I discovered this few years ago and it save me a lot of work. If I do it in November, till April the 2/3 of this leaves is decomposed into humus.
