It looks like Honey fungus David keep an eye on the tree to see if it dies , Our Walnut tree had fungus like this it died very quickly afterwards ...

it is on the base of a tree that has been cut down as it is near the school so no worries there

I guessed it wasn't in your garden David it would have been interesting to see if it did eventually die but thats not going to happen if it's been cut down ......
