Oh, he does. Bulldogs are like that, they do not waste energy like shepherd dogs or terriers by barking and running. He is standing, sitting, dreaming. But then somethings happens, somebody appears, and they strike rapidly as lightening. Just yesterday, Noris bited a woman into her tennis shoe (fortunately just one perforation), who was cycling along him very fast. :-( I think, I need Cesar Milan.
