Unknown garden pest

This is in my garden. Something is eating my azalea leaves and also leaves on rose bushes. Any suggestions as to who the culprit may be, please?

Thank you, Hywel. I have now read up on leafcutter bees and am sure this bee has been doing the damage. I won't do anything to deter the bees and just hope the female has finished making her nest. I may follow the instructions on how to create a home for the bees.

Probably a leaf cutter bee.
I don't know what you can do about it
