Yes it is. Seems to be hardy here - the only way to kill it is by letting it get dry at the root.

Have looked up Astelia, and it is either banksii nervosa or Sloandri......hard to tell!

I would say solandri as the other is more silvery. It appears to often grow as an epiphyte in its native New Zealand - see jury.co.nz/2013/05/17/plant-collector-astelia-solandri/
