Salvia 'Amistad' and Impatiens balsamina Siris.
It is one of the best blues in the garden Amy.

Yes - it's a darned site warmer there than it is here over the winter.
The biggest issue may be the winds taking the mature stems out as once mature they hit about a metre in height.
