Yes you could nip them Amy and as Pasuki suggests take off the flowers.

No as long as they are fresh tip cuttings and not woody you will get healthy fuchsia cutting.
Personal chocie for me prefer tip cuttings than try to take from wood cuttings.

These look nice and healthy. I would remove the flowers so that all the energy goes into growth rather than flowering. Show us a photo of how they progress.
