Penguins in Swansea? Is this an idea by the Welsh Assembly to encourage visitors to Wales?

I spent 3 drizzling years at Uni in Cardiff and like Hywel says, I can guarantee that the sun NEVER shines there...

Maybe they have to walk that white line up the road before they are allowed to drive LOL
