Screening and trelliss

My neighbours put in the screening which is great, as my mad dog now can't see and harass the chickens, cats etc. The trelliss has been put to temporary use to protect the flower border along the side of the lawn, again due to our mad dog. I am now thinking of making the border as a raised flower bed. Thinking of about a foot high, enough to stop mad dog jumping at the fence, and have some trailing wall plants in it as well as the taller flowers. Not keen on a built structure, are wooden edging rolls strong enough for this sort of project?
