It looks like a Spiraea 'Goldflame' which will have clusters of pink flowers in late spring. Dead head them to get another flush f flowers. It should really be cut hard back in late winter/early spring but you can wait until next year to do that. No, the leaves will gradually go greener, but the new ones in the spring are that lovely colour.
