A lovely flower. Is this growing outside?

No, it's on the south-west facing windowsill, Toto. I do put it out in July & August though. We do have friends who have a Rose of Sharon (Hibiscus syriacus) growing outdoors quite happily, obviously a hardy variety. We are in Zones 5 - 6. See the map:
