I CAN'T TELL IF THIS IS A FLOWER STARTING TO BLOOM OR JUST MORE FOILAGE.
Is it close to the ground? I reckon it's new growth rather than a flower. I think (only think...) it may be a Hypericum species. If so, it will have large yellow flowers later in the year.
