Just received from online nursery and they said the black spots are merely cosmetic. I am concerned it is canker. Any thoughts?

That's true. Black spot is caused by fungal spores and is spread via the wind. It commonly affect roses. Unsightly but rarely fatal. Your honeysuckle will survive. Let your honeysuckle dry out between waterings and try to keep water off the leaves. Only water the roots and be sure it gets plenty of sun and good air circulation.
