Peonies are herbacious plants and will die back over winter anyway. You can cut off the flower stalk to tidy it if you wish but otherwise I would leave it.
The tuber takes time to build up to a good size but the plant should improve year by year. If you want you could give it a feed of sow release fertiliser like bone meal just now but I don't feed ours at all.
