water and rain

Hi ,can I put over the pot and soil some plastic bag to prevent get to much rain into the pot and have weat soil or it is OK ?

there should be no problem with too much water in a pot, whatever its source - as long as there are drainage holes in the bottom, that they are not blocked, and the pot is not standing in a saucer or something to trap the water.
