Depends on the variety - the majority of Hebes these days are not fully hardy, being rated H3 or less, with the whipcord types being the hardiest. As very rough guide, the larger the leaf, the more likely it is to be H3 and not H4, although that is a very rough guide indeed. If, though, you were planting something like Hebe ochracea, or H. albicans, now is a good time.
