Non flowering Vibernum

I appear to have a Vibernum opulus but it never flowers. It is about 30 inches high and about the same across. It keeps its leaves in winter and seems in rude health, but it never grows or flowers. It could almost be fake it's so boring. It is in shade, under a hawthorn tree and sheltered by a tall ivy. Could this be the problem? I live in Lincolnshire, UK.

It may well be it is too shady. does it get plenty of moisture? that could also be a cause . but sometimes they just take their time.
threaten it.... if you dont flower next yr, i am digging you up.
