Italian Cypress, Skyrocket Juniper and Goldcrest Cypress all come to mind - Goldcrest is sold in supermarkets and is widely sold and the cheapest option. It does smell of citrus when you run your hand through it and takes pruning and you can topiary it.

Pyrus salicifolius pendula ?

Some of the laurels might do to

Don't forget that most trees or shrubs can be clipped to shape or height

Photonia Red Robinia is also evergreen and uprgith and takes a prune.

I have 3 Thuja Trees bought 7 years ago for £4 each. Just about 4 feet high now. Maximum height 6 feet. About 4 feet diameter at the base. Evergreen, no trouble. Recommended.
