Is this an Eleagnus?

Powys, Wales

My neighbour called me over to identify a bush that's in flower at the moment. Reason being that it's covered in butterflies and bees so she wants to get another one. It looks like an Eleagnus but seems later than the pink and the flower heads appear to be larger (it's very old judging by the thickness of the stems). Is it a white form of the Eleagnus? p.s.more photos on my blog.
