my dinner bell dahlia plant its, leaves are dying from the ground up, I have sprayed for bugs but the leaves are turning brown and dying , they are half way up soon all will be lost.

I was about to say we've had so much rain, perhaps the tuber is rotting in the ground, but then realised you're in the US! Sounds as if something might have happened to the tuber though - if the plant continues to deteriorate, dig up the tuber and have a look at it, check for rot, or infestation of some kind, or damage.
