I have bulbs appearing on the surface of my garden is this normal

more likely to be the soil settling/being washed 'out' by the rain. Many bulbs/corms have contractile rots that pull the plant back underground as they grow..
just rebury them 2-3 times their height deep ie a 1" bulb 2-3" deep.

Some corms, such as gladiolus, or crocosmia, naturally come to the soil surface, since they grow on top of the older corms. The fix is as Sbg says. Most other bulbs or tubers would only come to the surface with washouts, or sometimes frost heaving--usually only if they weren't planted deeply enough to begin with. Of course, the cure is the same! : )

Yes. I often notice them coming up in the autumn, especially Grape Hyacinths and some daffodils that have been in the ground for a few years.
