Transplanting Rose of Sharon bush

I planted a rose of sharon last season. It's doing beautifully, buds appearing. Unfortunately I need to transplant this bush to another location. Is it safe to transplant now when buds are appearing? Can I transplant it at any time or just certain times.

I wonder if you are talking about Hibiscus Syriacus ( also know as Rose of Sharon ) I have one that I moved when it was in leaf. All the books say don't do this and don't do that. I feel that as long as you take enough soil around the roots and have a hole already in place and watered you can do just about anything. Gradening is taking chances. I move things all year round. Give it a try.
