I planted a David Austen Falstaff rose last September..it is growing well but the blooms droop as if their stem is too weak to hold them up.I would appreciate any advice as to why this is happening.

I don't know this particular rose, but its likely the growth habit it has causing this problem. There's a much older rose called Iceberg that has a similar problem and it is caused by exactly what you've described - the stems supporting the flowers are too weak and the flowers then droop. It's probably the nature of this particular beast, I'm afraid.
