Need to know name of plant. looks like evening primrose

according to internet it should only open late on in the day so it gets pollinated by moths.
This is open all day.

First, let me say I'm impressed that you've managed to squeeze three photos into your question - like to know how you did that!
Second, it does look like oenethera and I'm sure it is - not all the varieties only open at sunset, there are others that are open during the day.
And having seen Steve's response, he's right - cloudcover and low light levels means even the evening ones open during the day.

that is definately evening primrose, has it been cloudy where you are, that could make it flower.
