Urgent- can summer Jasmine survive it has been cut back to the hard wood in September?

Hi the reason I ask is because the builders working in our house have cut back my neighbourgh's 10 year old Summer Jasmine without permission from anyone, and understandibly my neighbourgh is extremelly upset and angry about it. Can anyone tell me whether it is likely to grow back and if so how can we best encorage it to do so? many thanks for any advise in advanced.

Bloody builders! We have a double dyke at the front of our house - think two stone walls with soil in between and plants growing in the soil. Recently our street lights were replaced... one is just outside our dyke. I happened to look out of the window as they were laying the new cable, which they were laying along the top of our flower bed, straight across the top of a newly into flower gentian. I sort of screamed and sent Mr Moonbulb to sort them out as I would have lost the plot. He came back saying they couldn't understand what the fuss was about grrr...

Luckily, Jasminium officinale, which I suspect this plant to be is also one of the toughest. It should shoot away next year.
I can't believe they didn't ask permission first.....well, actually I can.

I cut some back serverly last month it looks fine to me,your nabour is right to be upset, but they no need to worrie it will be there or thereabouts next summer, but don't tell the builder , he should have asked,
