Sadly the best time to sow Pulsatilla seed is when it is fresh. Still, try now. If it still has the long tail on it, nip it off before sowing. It tends to rot and damage the seed when they are sown late. Leave exposed to the winter weather and hopefully they will germinate in Spring.
If you can remember next year when the seeds are fresh give me a call and I will send you some fresh seed to try. I have various types and colours and always far more seed than I want.
