When using fleece bags to protect plants from frost. If the plants are in pots, do I tie the bag around the plant base or around the rim of the pot?

It pays to put a piece of newpaper underneath the fleece Tie round the rim of pot, if hard frosts are forecast. Also do not leave the fleece on permanently.

By which I think DocBob means remove the protection when the weather is mild and replace when it gets cold again, throughout the winter.If you're worried about roots freezing in pots, use bubblewrap round the pots and leave that in place till spring - its the cover over the plant that shouldn't be left for months.
