I've had a witch hazel for 3 yrs but would like to move it. When is the best time to do this?

Now as long as the ground isn't frozen solid.

Thanks MG. If anything the ground is saturated not frozen. Is it still ok to move even though its in bloom?

No if it is in bloom wait until the flowers are over. Prepare the new planting hole with plenty of well rotted organic material and mulch the soil around it after planting. Add some blood fish and bonemeal to the planting hole too if you have. Replant at the same depth as it will almost certainly be grafted onto a seedling rootstock.
