Why do rose leaves dry after they flower once? I have to prune all the leaves and wait for new ones to come. Why can't it flower twice with the same leaves?

the buds on many roses is produced on the new wood/shoot, so after flowering you need fresh shoots. as to the leaves drying I think like Spritz it might be due to your climate. do you have the plant in pots or in the ground?

Maybe they need more water.

I water them 2-3 times a day.

I don't have that problem, so I can only guess that it's to do with your climate.
